A bit more than sending messages.
IRC is more of a protocol than a service. Can be used via a large spectrum of clients, and follows a client/server model.

Has basic formatting, ranks, etc.
/me's (I'm sure people would like to use those...).
Basically anybody can use it, too.

Not sure if that qualifies as a 'bit' more to you, but it does to me.
